First of all welcome to GOM-TEAM!

The trick to get a fully stable game is put mod by mod, example: you put a car mod, enter in the game create a new career, and test everything, buy the car you have installed, go to valo for a drive, go back to garage go to valo again at night time go to night races and race and then you will see if the mod is completely stable. Then go on a do the same with other mods you want!
I recommend build your own "game" with the mods you want than downloading a fully modded game!

About modding, do you know anything about 3d modeling? My tip is start with basic things, like changing some parameters of some javas like engines and other simple stuff to start understanding the game! Then I recommend (if you don't know anything about 3d modeling) start with some rim converts, to understand game basics of modding, and you got some good tutorials about modding and game basics here in GOM! Then when you understand game basics and you do rim mods without problems and very easily you start doing things a bit more complicated like engines or cars!

Good luck with the game, anything you got here a good community ready to help and to give some tips and you still have the tutorial's section!

Cheers!

i always had really good luck stating with stage 1. then i have a list of mods that i have used for many years. just go slow and test after every mod. and start a new game each time. eventually you will end up with a modded game that is around 10 gigs or more
