Paragraphs would greatly help your case. I'm having a hard time reading that wall of text.

So, let me get this straight: you have a Pentium D 940. A 650 Watt PSU. And you have a GT520. The problem is you have a 7 year old processor which is most likely creating an insane bottleneck on the graphics card.

Could also be that your graphics card is stuck in 2D clocks to save power. But first off, why 680W psu? I'm running a AMD FX-8350, HD7870, 3 HDD's, 5x120mm fans and Watercooling, it's all in the bottom part of my post, and it all runs perfectly fine on 520W. But as David said, definitely upgrade that ancient CPU. Also what motherboard do you have, could it be a possibility that it's only 1st generation PCI-E x16?

Yeah, you didn't mention your motherboard. Ancient socket tech is also a possibility.

after a-lot of reading last night on about 400 diffrent forums i found a fix... i needed to go in and restore the bios this mb is an older one 7 years in fact.... the mb supports p4, pent d duel core, and core 2 duo.

it is a pci-e x16 slot im thinking 1.0? or 1.1 but every place i read last night said there would be a small change in performance. that 1.0 1.1 2.0 video cards and be interchanged with each other. that a 2.0 card can be used in 1.0 slot and a 1.0 in a 2.0 slot.

mb is q965mt slot 775 gateway intel 4 gb of ddr2 ram hold to 8gb 6 sata 1 pcie x16 pcie x1 3 pci

my main problem now is internet browsers lagging like crazy and flash games... installed assassins creed 3 last night and played for 3 hours worked perfectly lagged very very little.... not even enough to noticed really.

what could be causing all type of browsers to run so laggy and slow?
